The answer depends on the clinic. In an AHCA-licensed Health Care Clinic, Part X of Chapter 400 assigns specific legal responsibilities to the Medical or Clinic Director. In other practices, the physician-governance scope depends on the ownership, services, practitioners, prescribing model, and applicable professional rules — so “Medical Director” describes a set of accepted responsibilities, not one fixed job.
For an AHCA-licensed Health Care Clinic, §400.9935 assigns the director defined duties — ensuring practitioners are appropriately licensed, reviewing clinic billing on a defined cadence, reviewing referral contracts, and accepting the director-level compliance obligations the survey process checks.
Outside the AHCA framework, the role is physician governance built to the practice: protocols and standing orders for each service line, provider and staff roles, chart and quality review as an oversight tool, escalation pathways, and on-site involvement when the services warrant it.
It is not a signature on a certificate. Real direction means the physician knows the clinic’s services and practitioners and can show an active, functioning oversight relationship.
