Clinical governance reviewed by Armando A Falcon, MD (FL ME 84789) · Florida regulatory framework reviewed August 2026.
You handle licensing, applications, and administration. MFMD provides the Medical Director and the clinical governance your clients need — a clean division of labor, so your engagement finishes with the clinic actually covered.
The consultant or advisor handles the AHCA licensing pathway, exemption determinations, administrative survey prep, entity/contracts, and billing setup. MFMD provides the named Medical Director of record, protocols and delegation, Good-Faith Exam workflow where applicable, chart and quality review, service-line development, and survey participation where required.
Medical-direction fees are paid by the client for defined physician-governance services — not fee-splits or payments for referrals. Any compensation arrangement involving referrals should be reviewed against Florida’s patient-brokering (§817.505) and anti-kickback (§456.054) provisions with counsel.

Areas we serve
No — the roles are complementary. The AHCA consultant handles the licensing pathway, applications, exemption determinations, and administrative survey preparation. MFMD provides the physician-governance layer: the Medical Director of record, protocols, delegation, chart and quality review, and survey participation where required. We stay in our lane so your engagement finishes with the clinic actually covered.

Any compensation arrangement involving referrals should be reviewed against Florida’s patient-brokering (§817.505) and anti-kickback (§456.054) provisions with counsel. We keep partnerships professional and fair-market.
You keep your own engagement and client relationship. MFMD contracts directly with the client for the physician-governance services, and we coordinate with you so licensing and governance line up without stepping on each other.

Yes. Clinical service-line development is part of what we do — evaluating fit, defining the clinical and staffing model, and structuring a new service before launch, then governing it once live. It is clinical business development, not AHCA licensing or legal advice.
