Not every Florida medical business is governed by the same Medical Director statute. An AHCA-licensed Health Care Clinic must maintain the Medical or Clinic Director structure required by Part X of Chapter 400. Other practices require analysis of ownership, practitioners, services, and the professional rules that apply to the care being delivered — so the answer is determined per practice, not assumed.

If the clinic is licensed under the Health Care Clinic Act, the Medical or Clinic Director structure is required and its director-level duties apply.
Do cash-pay or exempt practices still need physician governance?
A cash-pay or otherwise exempt practice may still need meaningful physician governance depending on what it offers and who delivers care — prescribing, delegation, patient evaluation, and treatment orders can all require a supervising physician even where the AHCA director statute does not apply.
